The project “Teacher 2005” is a teacher education reform program that has been funded by the Mongolian Foundation for Open Society (approximately $100,000/year), and implemented by the State Pedagogical University (SPU) in Ulaanbaatar. This evaluation report (30 pages) and the appendix to the evaluation report (60 pages) cover the first year of the project (April 2002 – August 2003).
 
I.              Background Information: Data Base for Evaluation
The evaluation was conducted by Professor Gita Steiner-Khamsi (Columbia University, New York) and Ines Stolpe (Humboldt University, Berlin) during August and September 2003. They were assisted by Sengedorj Tumendelger (SPU), Natsagdorj Enkhtuya (MFOS), and Zanabazar Bayarchimeg (SPU). The evaluation is based on on-site evaluation visits in Dornod Aimag and Ulaanbaatar, individual interviews, focus group interviews, questionnaires, and review of the project material. Almost all project participants had a chance to express their opinion and suggestions regarding the project. We solicited responses (questionnaires and interviews) from 141 project participants and stakeholders.
II.             Evaluation and Recommendations by Project Area
 
The report presents the evaluation for each of the following project areas:
1.             Participating Partner Schools and Core Team Members
                2.             Overall Project Goals
                3.             National and Regional Workshops and Seminars
                4.             Clinic Professors and Clinic Schools
                5.             Curriculum Reform
                6.             Partnership
                7.             Research
                8.             Project Organization and Management
 
The strengths of the project have been: overall project goals, practicum reform, research, curriculum reform, and the work of the Project Coordination Team at SPU (6 SPU lecturers and administrators). These areas need no revision or only minor revisions. As with all project areas, the second project year needs to focus on implementation and piloting.
 
The weaknesses of the project have been: the selection of participating partner schools and core team members, the organization of national and regional workshops and seminars, and, above all, the coordination of the project.
