1. What is the major problem that your university is facing?

The ultimate need for the university is investment. No financial support is provided by the government and the university budget is solely based on the small amount of students’ tuition fee and with only this small amount of budget it is impossible to accomplish the basic tasks such as providing favorable learning environment for the students, paying good amount of salary to the lecturers and teachers, maintaining the research lab equipments and facilities at a required level and educate competent specialists for the modern labor market. Therefore it is extremely important for the government to develop and implement a policy to provide financial support to the higher education institutions.
The Mongolian National University carries the hard duty to run high-cost training in natural science majors and to educate and prepare the new generation of scientists and the university is hardly able to overcome the difficulties being faced due to financial problems while dealing with the responsibilities. In order to accomplish that uneasy task with high responsibility at least certain conditions need to be provided : a) to have highly able, qualified scientists and lecturers, b) a good laboratory, fully equipped with modern technology and resources, c) information provision. These are decisive factors with material resources being the most important among others.
The favorable environment of foreign relations and advanced development of the communication technology are providing good opportunity for the mutual relationship and communication between universities and scientists. The primary condition to encourage the young people who have been trained and acquired wide knowledge and great experience by doing research in overseas countries to come back to their home country and work for the welfare of Mongolia is the readiness and condition of the workplace back in the home country.
The sub-plan “To support the research processing of the university” proposed in the framework of the program to develop national innovation was designed in 2007 with the leadership of the MNU and participation of the other universities. The sub-plan presents the measures that need to be taken in the upcoming 7-8 years’ time. The government approved a regulation upon supporting that sub-plan and it states that only particular activities will be funded by the state budget in a possible way the issue of new funding resources stays open.
